Minimize harm
It needs a sanctuary for one or some weeks for someone who has been legally drugged to come clean and get back to normal life (because the harm on the brain is too big to handle for a person without assistance or even when needing to cope with civilization while coming off the drug.)
Instead, these people aren't offered such a chance and go on slicking lethal poison daily until they die - mostly prematurely - from psychiatric harm, their lives nothing but a number in big pharma profit.
